I run an online virtual goods website. Chargeback rules are complete insanity and need to be changed now. I have been researching class action lawyers and am working on speaking with someone about these situations. I'm glad I found this and will be reaching back out if I make any progress. We need to get together to stop all of this. It's actually a dead simple problem to solve.

As the person in this company who responds to chargebacks, I can tell you that this is a huge problem!

Deal with Friendly Fraud regularly, as well as Fraud attempts weekly and feel NO ONE looks out for merchants that work hard to combat. No one ever tells us when we win, only when we lose. Have seen Rampant abuse and sadly see A LOT every year with the actual cardholders! There is no reprecussions when a card holders commits fraud. Merchant takes the loss not cardholder and certainly not the credit card companies. Doesn't help when issuing banks refuse to verify customer name and address verification or require the customer to go to the bank and do a conference call to us for verification. Lost sales that way with that inconvenience. It's either take the chance, take another card or let the sale go. Do that countless times each week because a bank won't verify. Discover is the WORST!!! They will verify an address, yet not verify the cardholder name or address as they do not have access to that information. Really??? This is what merchants deal with daily. Why aren't the credit card companies standing behind us with fraud, we follow to the "T" their guidelines, yet they kick us to the curb when it comes to fraud.

Thank you for listening and taking action on this extremely frustrating process. Small business owners like myself are being preyed on by fraudsters and the credit card companies have left us with no recourse simply because they can. Please arm us with some protection!

Digital signatures and recipients of IP address are used to convict criminals yet are not given any sway when it comes to verifying purchases? Makes absolutely no sense what-so-ever. This needs to be addressed as this directly impacts not only our industry, but our GDP.

Congressman,
Thank you for taking the initiative on this. Credit card fraud cost companies Millions of dollar every year. we can do a better job by not allowing credit card companies to just pass the buck and allow the fraudsters to remain out there. Your leadership on this important american business issue is much appreciated

Recently, American Express took money out of our account as a chargeback with no previous notification whatsoever at all; two days later we received a letter letting us know what they did and there was an open case for us to dispute the chargeback. Luckily i noticed the charge literally a few min after it hit our account and i was able to deny it as an unauthorized transaction.
If American Express wants to temporally refund the money to their clients the should be paying with their money NOT the merchants. Specially when 1- they don't issue a notification prior a chargeback 2-We have not had the chance to prove evidence - the case has not been closed !
