校章（BYLAW）修改要点
现有校章已经有10几年的历史，与目前学校的管理和责权的界定的要求有重大的落差，出现了很多执行上的困难，校章草案由王律师整理完成。王律师义务为家长服务，完全利用个人时间修改现有校章不合理条款，不收费用。学校方面由毕律师代理，报酬由学校支付。
校章草案- Article III.11 - Vacancy:
原来校章规定空缺董事席位由董事会选举（ArticelII.9），家长会员认为此条款既不合理也容易形成腐败，可能造成学校董事会长期被小部分会员控制，从而彻底架空家长会员的最终选举权。现在改为由每年两次的家长大会（10月份和2月份）选举产生，新产生的董事的任期重新开始计算。

原来校章没有规定任期，造成很多董事长期连任董事职位，造成潜在的权利没有制约，容易滋生腐败的环境。现在改为董事最多任期两届。
提议瑞华中文学校与9月底召开家长大会，1）投票通过校章修改草案 2）由家长大会选举产生现有空缺董事席位。

The feedback from parents keeps pouring in and it confirms that our community is tired of the lack of accountability in our current board structure. I have been spending my nights reviewing the legal drafts to ensure these changes actually protect our voting rights. We need to keep pushing because a school belongs to the families who trust it with their children.

Too many people sitting on the board for years. Rules need to change to allow new blood.

The proposed changes make sense. Our hoa has similar phrases in terms of electing board members.
董事会如果一直没人换，以后谁还敢监督？坚决支持修改校章。
We need the bylaws changed to eradicate misuse and abuse of Ray Chinese School funds. Transparency needed.
