Right Honourable Stephen Harper,

We are writing this letter in regards to an urgent matter that has caused disturbance among our community. Recently, an individual named Georgy Petrosyan has visited Canada and met with several Members of the Parliament, including two members of the Conservative Party of Canada- Harold Albrecht, Kitchener—Conestoga, and Paul Calandra, Oak Ridges – Markham. 

Georgy Petrosyan presents himself as the Minister of Foreign Affairs of the Nagorno Karabakh Republic. However, as you already know, there is no such sovereign or legal entity. Nagorno Karabakh is a region of the Republic of Azerbaijan. It is an illegally occupied land under the military control of the Republic of Armenia. This fact has been recognized by the United Nations, among other organizations, and the territorial integrity of Azerbaijan, including Nagorno Karabakh, has always been upheld by all sovereign nations, including Canada. 

The current military regime that controls the Nagorno Karabakh region has committed numerous atrocities, massacres of genocidal scale, and total ethnic cleansing of the area, resulting in the displacement of over 800 000 persons, in addition to the tens of thousands being killed, many more civilians taken hostage and enslaved, contrary to the international laws and conventions. All of these have been attested by reputable organizations, such as Human Rights Watch, Amnesty International, and countless field journalists. There are also numerous credible reports that the occupied and hence unmonitored and lawless territories of Azerbaijan are being used for large scale drug growing and trafficking, weapons smuggling, including heavy weapon and strategic material transfers to Iran, and as a terrorist training area. 

In light of these, we request the Office of the Prime Minister to clarify certain issues regarding this visit. First of all, under what circumstances this person, being a part of an illegal, illegitimate, terroristic regime, has been allowed to enter Canada? Which officials have invited this person? How has he been able to obtain a Canadian visa, with the passport of which country, in which visa issuing office and under what capacity? Clearly, being a representative of an illegitimate and unrecognized entity, he would not been able to obtain a visa under normal circumstances. As Canadians, we have a right to learn, how this person has been able to circumvent immigration rules of our country? Will those who are responsible for the issuance of the visa be held responsible? What kind of an inquiry will be started on this matter by the Office the Prime Minister or the Citizenship and Immigration Canada?
Finally, what disciplinary action will be pursued in regards to the above mentioned MPs from the Conservative Party, who have put your government in an embarrassing situation by meeting with this individual?

This matter is closely watched by the Azerbaijani-Canadian and Turkish-Canadian communities. There are currently numerous victims of terrorism and ethnic cleansing among the Azerbaijani-Canadian community. We are willing to meet you in person regarding this issue.
We, as a community, have a confidence in this country and your government. It is imperative that the Office of Prime Minister investigate this matter and take appropriate actions as soon as possible and make sure that such incidents do not repeat again.
