Carrollton Fire/Rescue is becoming less competitive compared to surrounding departments in the topped out pay for the firefighter rank. This can be attributed to the pay structure associated with the rank of SAO. Surrounding departments do not have a separate rank for SAO. The SAO rank creates a disparity in salary advances for the firefighter rank as compared to other departments.
