To: Board of Directors, Lake Forest II Master Homeowners Association (“Association”)

Whereas, a significant number of Members within the association have become concerned that the guest pass policies are not equitable for all the facilities at the club. A petition was signed by 814 members from June 25, 2022 to July 2, 2022. (See Exhibit 1)1

Whereas, the policies for the gym, adult pools, jacuzzi, tennis, basketball, volleyball, playground, adult lounge and picnic areas are currently operating on the standard guest policies as set forth in the Lake Forest II MFOA Membership policies (“Membership Policies”) as revised on March 2, 2022 and the Nonmember Club Access Policy (“Nonmember Policy”) as updated February 2, 2022. (See Exhibit 2)

Whereas, on June 1, 2022 the Board also authorized Staff to gather information about the various guest policies and passes available to our members. This study was for a period of time of not less than six months.

Whereas, Nonmembers are being offered an option to purchase a Pickleball Monthly pass with a policy that is neither set forth in the Membership Policies nor the Nonmember Policy. (See Exhibit 2).

Whereas, Nonmembers are being offered an option to purchase a Pickleball Monthly pass with a special policy set forth on Lake Forest II Blog at https://amillers1975.wpcomstaging.com/pickleball/. These monthly passes allow entry for Pickleball Open Play hours. (See Exhibit 3)

Whereas, the study authorized by the Board, on June 1, 2022, was in response to members requesting the conversion of one tennis court due to alleged overcrowding on Pickleball Open Play hours and the Monthly Passes are likely adding to the alleged overcrowding. The study will best be analyzed if pickleball and tennis have the same Nonmember Club access Policy.

Therefore, it is hereby proposed that, upon presentation of this motion by a board member, the Board of Directors discuss and vote on the following motion:

• That the monthly pass option currently in place for Pickleball Monthly Passes be rescinded.

• That the Nonmember Club Access Policy be applied to Pickleball pursuant to the Lake Forest II

Nonmember Club Access Policy Section A. Guest Policy, subsection 1. Daily Guests and 2. Guest Passes (Punch Cards) as set forth in the update of February 2, 2022.

• That upon rescinding the Pickleball Monthly Passes that the sponsors of each Monthly Pass holder be issued a punch card of equal value

The courts are always packed with people who dont even live here. We pay dues for our community amenities not to subsidize randoms.

The pickleball situation has gotten way out of hand. Why are we letting nonmembers cut the line when residents are the ones paying the assessments?
