I agree. However, the POA expired and has no legal rights to subject controls on Baca property. The orginal Declaration and Covenant document had termination clauses that automatically terminated the POA. The POA president falsified a member vote to amended it. The ammended doc did not have the original termination clause. See the injunction at Saguache County Court that the POA hides from its members. I'm planning to build an energy efficient sustainable small home here as my only residence. This new rule would make that impossible for me, and would deprive my contractor and his carpenter crew of work. POA needs to find other sources of income besides increasing fees and taxes. We have seen the history in other communities in the Rockies when affordable housing turned into luxury investment property for the wealthy, and no one wants to see that happen here along with the associated degradation of quality of life. Yes, protect water quality of the local aquifer but this is not the way to do it.

Help it be easy for the young people to build themselves something good. Just be helpful.

I think that POA should start a porter potty emptying business, so all living on land builders, could stay there without polluting the water shed. Then there wouldn't be any problems in my opinion.

The Crestone Energy Fair is one of the longest running Alternative Building and Off-Grid Living Fairs in the country. Crestone has the highest density of off-grid living, possibly in the country. We are also home to one of the largest concentrations of 'Alternative' construction methods. Many of these homes are owner/builder homes. The current proposed changes to fee schedules is in direct opposition of this lifestyle. Currently money does not seem to be effecting the problem. How do you suppose MORE money will change the outcome. It will only stop the influx of residents who come here to build and live simply. Essentially changing our community intention. We already know what happens when we encourage people to come here because land is cheap and a 'good investment'. They leave an oversized, resource inefficient, empty eyesore in our community. No one who actually lives and works here can afford them and the owners are not willing to rent them. So they sit empty in our harsh environment waiting for disrepair. To me this is community blight. Many of us are not interested in huge personal debt loads. So, we are building from local, sustainable and post-consumer materials. We are building out-of-pocket and keeping our life simple. This is a movement that is steadily increasing in popularity nationwide and Crestone is the historic forerunner in this paradigm. How can you honestly believe the things you have proposed are in the 'spirit' of our community intention. On a final note. Those of us building from 'Alternative' resources are unable to acquire a mortgage or construction loan for our projects. Unless something has drastically changed in the banking and insurance guidelines. And if so, please educate me....Not that I would take on the debt load, but some may, and we could have the info available at the next Energy Fair on Aug 12-14 and at the POA office for future residents.

Currently I do not live in the area. I lived in Crestone/Bacca for 3 years prior to this. My plans are to return and purchase land there and build an off-grid self sustaining home. Being able to purchase property in a community and live in camper or tent while building and not having to pay exorbitant fees so I can have a modicum of freedom is a big attraction for me. Already there are enough fees, taxes and controls for the area. If this is allowed to pass, it will only be one more "nail in the coffin" and one more step on the road to the people having zero freedoms on their own bought and paid for land. As a future land owner in the area and past resident I do not support this.

I already know some people here who living in campers while they are in the process of building, my husband and I have been here less than year. These folks deserve a break and don' t need any additional expenses! This is a justice issue.

Thanks for spearheading this Daniel Brown. Some times it takes a few folks to rally the rest of us to PAY closer attention to our community government and the cause and effect it may lead to. In this case it's really amazing it had to be leaked to us through a grassroots movement instead of POA BOD members at large notice. I am encouraged by our unification to act now to bring this matter into light and the public.

As a 6 year resident of the Baca, potential future property owner, & daughter of a brilliant creative passive & active solar home designer, engineer & do-it-yourselfer in CO, I am deeply disturbed by this trend. Not only would these deposits allow only wealthy to build here, they would also limit all kinds of skilled & creative people that would benefit any community.

These excessive fees are the reason so many properties end up going back to the county after people figure out just what kind of deal they are getting.

Proposals like this tell us it is time to consider disbanding this POA and moving on AS A COMMUNITY, one that looks out for each other's best interests. This POA has proven itself ineffective in this regard.

The proposed change smacks of classicism in favor of people of greater financial means.

This is not the solution! Please deal directly with the folks causing the problems you are concerned about and let the rest of us work to build on our dream of home ownership within a reasonable budget.
