from what I've read I belive the "firm taking over should be excluded from being able to do it because of conflict of interests"

There's more to caring for caring for children in care than value for money. It doesn't matter if it's one child or fifty children, the most important thing for them is continuity. Why break the only trusting relationships these children know just to save the government money. It's not acceptable in any way!
