If this wall is not removed, the next time the lake encroaches and the beach retreats, we will have a contained cesspool behind what remains of the wall - and a severe public hazard.

Long Beach needs to everything it can to preserve its foredunes -- for the ecological integrity of the beach, and for the beauty of the community.

Yes have the seawall completely removed without any compromise.
Aside from the legality and zoning issues, what's comical is how oblivious the owner is to the local aesthetic. Sticks out like a sore thumb. Can anyone be that self absorbed, tone deaf and utterly unconscious of their freakish profile? There are plenty of lake front communities (eg Grand Beach), where tiered seawalls and pools are the norm (and presumably legal). Why did they not buy there? Failed to do due diligence on the deed and survey and local zoning and failed in self awareness 101. Or thought there was an arbitrage in doing what no one else was "smart" enough to do. Magnificently grotesque. Congrats.

Enforcement of local, county and state regulations and ordinances is NOT discretionary unless the appeal process is followed and hardship is proven. To "negotiate" the placement of this seawall will weaken the entire regulation for the governing body and place those involved subject to misconduct claims.

Rusty ugly unsafe structure. Not to mention clearly to far out. If you wanted a A seawall you should not have used that space for a pool
