Subject: Demand for Enforcement of Conditional Use Permit Conditions



Dear Councilmember Park,



We, the undersigned residents of Bel Air SkycrestProperty Owners’ Association (BASPOA) and concerned citizens, urge your office to take immediate action regarding the Conditional Use Permit conditions involving Westland School and the Bel Air Presbyterian Church located in the Mulholland Institutional Corridor (CD-11). It is crucial that the Council Office enforce the requirements for these entities to immediately obtain a revocable permit to safeguard public safety.



Currently, there is uncertainty surrounding the existence of this permit. We ask that your office either locate the permit or compel the school (and Church) to apply for one without delay. The lack of nighttime and weekend regulation over the parking lot poses significant danger to our community, including stunt driving, street racing, noise, crowds gathering, overnight camper parking, smoking and setting off fireworks in a very high fire hazard severity zone, drinking, drugs, trash, use for events by commercial enterprises, and more. Most recently, the dangers have escalated when the unsecured parking lot was used by vandals who cut through the wrought-iron fence to access the adjacent Mission Canyon Landfill and party inside. Doing nothing is no longer an option.



In addition, we ask that the City take over management of the parking lot immediately and establish regulations for public use, including signage that clearly indicates operating hours (Monday to Friday during business hours). This would enable law enforcement to effectively manage the area and ensure the safety of all residents while longer-term solutions are being considered



The current situation is precarious, and we fear that it is only a matter of time before someone is harmed. We count on your leadership to address this pressing issue.

The scale of this response confirms the urgency of the safety issues at the Mulholland site. I am submitting our documentation to Councilmember Park today to demand a formal review of the permit status for both institutions.

Living right next to the school lot is a nightmare. Too many people loitering and doing drugs late at night. Do your job and enforce the rules!

The noise level at night is insane and my kids cant even sleep. We need that lot locked up before someone gets hurt or a fire starts in the hills.

Ms. Park, I leave at corner of Mulholland & Calneva, every night up to 3:00 AM I have to hear the noise of cars making donuts at the corner, someone is going to be hurt and we all would regret not doing anything. Putting signs at the parking lot so police can give them ticket does not require R Permit, just a phone call from you to DOT or BOE would do it.

This is a serious matter, bringing danger to the safety of mulholland and its drivers. We almost had a frontal collision for 2 times driving home.
