Petition Opposing Glendale City Electrical Rate Increases
Whereas, the Glendale City management is proposing to increase the residential electric base rates by 8.8% in Fiscal Year (FY) 14, 7.7% in FY15, 5.5% in FY16, 2.2% in FY17, and 2.2% in FY18; Whereas, the Glendale City management is proposing to change the structure of the electric rates to allow for a new Energy Cost Adjustment Charge (ECAC), a new Regulatory Adjustment Charge (RAC), and a new Revenue Decoupling Charge (RDC). Whereas, the Glendale City Council transfers more than $20 million each year from the Glendale Water and Power revenues to the City’s operating budget, Whereas, the Glendale City management proposed base rate changes and required 3.6% public benefit charge and 7% utility user tax will increase the payments for a residential customer by more than 23% by July 2016, Whereas, the proposed adjustment charges could impose much higher increases to our electric payments; Therefore, we urge the Glendale City Council members to reject the City management proposal and consider more reasonable and suitable alternatives.
