This issue needs to be the topmost priority of the administration right now. Admin has to recognise and acknowledge that this is a real and recurring problem instead of simply ignoring and deliberately covering just up to save some reputation.

there shouldnt be a criteria on attendance. it is a disgusting rule. if a person is performing decent in a course the tutor does not have the right to fail him just due to attendance . it is ridiculous
