Petition Against the Dissolution of Ngwathe Local Municipality Council

Ngwathe Council should finish it's term because they're working hard to fix service delivery problems they inherited from previous administrations that were not held accountable And courts can't overrule the democratic will of electorates

The judgement was not fair

Hona le different e ba etse ka tlasa administractor also le they New Directors nd Different Department also to Appoint New Director of Community Service.and also to engaged Privater Sector too Assist Ngwathe Municipality ka Skill Programmes of young people to living residents of 5 towns in Ngwathe.

Municipality has improved drastically since 2021 election ,they brought very qualified senior managers and organization is stable financially, operationally .

I am signing this petition because I see developments and implementations in the community

I see the Case was heard on the 5th of December 2024 and handed down on the 20th June 2025 To comply with the court order and address the issues raised, Ngwathe Local Municipality should align its **2025/2026 IDP and Budget** with the following defence mechanisms: a. *Financial Recovery Plan* - *Debt Management:* Prioritize repayment plans for Eskom and other creditors. - *Revenue Enhancement:*Strengthen billing and debt collection (e.g., enforcing credit control policies under **Section 98 of the Municipal Systems Act**). - *Cost-Cutting:* Reduce irregular, fruitless, and wasteful expenditure. b. *Service Delivery Improvements* - *Water and Sanitation:* - Implement corrective measures from the *Blue Drop and Green Drop Reports*. - Upgrade infrastructure to prevent sewage spillages and water contamination. - *Electricity:* Address illegal connections and improve maintenance. c. *Governance and Administration* - *Fill Key Positions:* Appoint qualified personnel (e.g., CFO, municipal manager). - *Transparency:* Publish IDP and budget documents (court criticized lack of detail in past plans). - *Community Participation:*Engage stakeholders (as required by *Section 152(1)(e) of the Constitution*). All of these have been acquired and Ngwathe is more stable and model municipality that has magnificently improved in the free state province

Court must not interfere with governance, they have no power to dissolve municipality and council can only be dissolved by provincial government. We are fully behind our progressive municipality.

I am Against the Dissolution of Ngwathe Local Municipality Council,because during the term of this coucil we have developnents and implitations in project in our locations.

Local government is elected by the people, not courts. Let Ngwathe Council complete its term and fulfill the mandate given by Ngwathe voters. Courts don't contest elections; voters do

Putting the Municipality under administration will not resolve the current issue. It will actually deepen the problems.

Afriforum can't dissolve a municipal council elected by the community with a 5-year mandate. If they want to govern, they should contest elections, not undermine local democracy through courts. Let Ngwathe Council finish addressing decades-long infrastructure challenges they inherited, without interference‼️‼️
