Scandalous proposal. I already pay council tax. If you're wanting to increase it by more than 3% then have the balls to just come out with a figure.

Appalling. THC are out of order. This is the thin end of a wedge that will only lead to further direct charges for basic services. Consider your vote carefully in the forthcoming elections.

Why should those of us living in towns be discriminated against just because Highland Council have given us a brown bin? Isn't refuse collection part of the basic services we get for paying our council tax, which the council are putting up by 3%?

Council Tax is too high now and the brown bin should be emptied within the tax. This extra tax will lead to fly tipping.

I disagree with this charge as I think it will encourage people to dump rubbish and cost the council more in the end to pick that up.

People trying to keep their gardens looking clean and tidy need to get rid of their cuttings etc. somewhere....this will only encourage fly tipping....anyway....thought my council tax paid for this.

I think this charge is going to be detrimental to the environment with some people fly tipping. I also assumed the council could make money from recycled waste rather than paying to send waste to landfill. I'm sure more residents are going to put garden waste in their green bin, causing more landfill waste
