It's time to take a more serious look at animal abuse such as this. The only way to stop it is to make stricter laws that will result in criminal charges and fortified with very large fines and lengthy incarceration.

This petition needs to include other species not just dogs. All animals should have standards for what is too cold. With climate changes this may become a problem for more than just dogs.

I am very concerned about this especially since the owners don't see they are doing wrong. Are they also morally wrong in their way of treating other humans? Probably!

just because your dog can't tell you he/she is freezing cold and wants to come in the house doesn't mean you leave him outside.

please pass this by-law dogs depend on us for their survival and always give us love in return. Unconditional love. We owe them a warm bed fresh food and water and all the love we can give them
