The money you will save by cultivating loyal employees by fair and respectful treatment will far outweigh the money spent on raises. Think about it.

The university makes it very difficult to work here: low wages and diminishing benefits, not fulfilling contract obligations, understaffing and lack of support, too many job responsibilities for time and resources available, at minimum a workplace where management is disrespectful and at worst where bullying and demoralizing tactics are rewarded. Sadly, the message the university sends its employees over and over again is: we don't care about you. Despite this, the vast majority of employees work very hard and are the backbone of the university.

Dear Mr. Caret: I would appreciate the trustees paying the retro and new raises for PSU unit A as well as others that are patiently waiting. I work many hours each week, not complaining, and get paid for 37.5. I do this for the betterment of my department and the University at large. The right thing is to fund all the raises that were negotiated in good faith. Not doing so only sheds a negative light on yourself as well as the entire board of trustees. Thank you

Don't demoralize your employees. Don't harm the University's reputation. Fund the back pay now, please.
