It needs to be nerfe as it is to over powered, people in the gta communtity are using it to grief other players maybe even causing them to dislike the game. Don't completely remove passive mode just put a 10 - 30 minute timer until they can go back into passive once disabled.

I think passive mode should be Limited in the sense we can only go passive mode a certain number of times in a session
