Yes the OROP has not been in right definition as approved by the both Houses of Parliament. Hence the same is in violation of the Constitution. The Government of the day is in no mood to implement it in to to. If the government is serious they should have made the OMJC Report public.

OROP sanctioned by the Government is not as per the true definition of the grant. It must be implemented in its word and spirit, as spelt out by the Hoshiyari committee to resolve the issue to the full satisfaction of the Armed Forces.

OROP as approved by the sanctum sanctorum of Democracy i.e. Parliament, must be implemented in letter and spirit. Not doing so will be an insult to the Parliament and the government. No one has a right to modify the Parliament's decision.
