Please join with the Town of Scituate in opposing House Bill 6122. As you may know PWSB owns a significant amount of Real Estate in our community. As such, the town's ability to raise revenue through property tax is extremely limited. The passage of this bill could potentially make future negotiations for the towns revenue extremely difficult or impossible all together.

This bill exempts all property from local taxation and only requires "good faith" negotiation for payments in lieu of taxes (PILOT). Additionally, this bill proposes a board of directors which does not include a seat to represent the Town of Scituate despite the fact that our Town is the hosting community of the Scituate Reservoir. Without representation on this board the Town of Scituate cannot have any assurance that the actions of the board would be fair and reasonable and in the best interest of our community. Please sign this online petition so that State Representative Robert Quattrocchi can deliver it to the State House on Tuesday, May 2, 2017. Please spread the word with others in the community. I am a lifelong resident of North Scituate. There was no one from Scituate on the board to represent my interests or the town's interests. The passage of this bill would be detrimental to myself and the town, and decrease Scituate's tax revenue. I oppose this bill.

The people of the town of Scituate deserve representation on this board. How ironic that the city of Providence wants to put an end to its PILOT agreement with area colleges and universities, yet it wants to impose the PILOT concept on Scituate!

Not only does the PWSB own a great deal of property in the Town of Scituate, they also heavily regulate what types of businesses can function within the town that may affect the quality of the water. They can at least pay their fair share in tax revenue.

Failing to include the community that houses the reservoir and whose residents have made nearly a century of sacrifices due to legal actions by the PWSB is reckless, improper and shows a continuing lack of respect for the host community of the reservoir.

PWSB land and facilities need to be subject to property tax for the Town of Scituate like all other property owners. They own 13,000 of the 35,000 acres that make up the town. Loss of negotiable tax revenue would be devastating to the town budget.

It is entirely unreasonable for a Scituate representative to not be part of the Board of Directors and further ill advised to leave such substantial financial matters subject only to "good faith" negotiations. I oppose this bill.

This proposal is clearly unconstitutional and if passed, would fail to stand legal challenge. Save the state and the town the cost of litigation and kill the bill.
