This is on Scituate property and should stay that way. Do not take away our base for the failure of other parts of Rhode Island that have allowed their politicians to raid and steal the funds needed to run their communities .

As a teacher in Scituate for 29 years, I can not imagine the impact this bill would have on the town's ability to properly fund its schools. I strongly oppose this bill and recognize it for the money grab that it is!

As Chairman of the Scituate School Committee, I strongly oppose this Bill. Among other reasons:
- The Town of Scituate is severely adversely affected by the existence of the Reservoir. Its beauty is undeniable; but, its economic burden upon our Town is similarly incontrovertible.
- While Scituate is a good partner and respects the need for water quality protection, the breadth of the watershed (including 100s of acres well beyond the reservoir itself) significantly undermines our ability to establish a commercial tax base. Reservoir related setbacks and other limitations on development choke our private landowners and their ability to improve their properties. The reservoir owner exacerbates that problem through its systematic acquisition of more of our private land every year. There must be reasonable taxation of the reservoir owner to offset that burden, and this Bill seems intent on broadening the reservoir owner's rights and tax dodging ability.
- The dominance of the reservoir and watershed land- in the center of our Town- necessarily escalates our municipal costs (police/fire/busing children/etc).
- It is fundamentally unfair for our citizens to be affected without representation, as proposed in the Bill. Even one membership position for Scituate on the proposed governing body is insufficient; none is inexcusable.
- Scituate's citizens do not want to unfairly burden our fellow Rhode Islanders who benefit from the water source located in our Town. We have never done so. But, in spite of decades of reservoir taxation not nearly compensating us for the economic hardship we have borne, we certainly do not deserve to be further harmed by an even more aggressive, bureaucratic reservoir owner.
Please reject this Bill.
