Opposition to 4150 N. Ryan Road Creston Commercial Cannabis Cultivation Facility/Engrained LLC

Commercial cannabis production at this location is completely contrary to the attributes that make Creston Creston! It is incompatible with surrounding property uses and has immitigable safety aspects that impact the entire community. Please deny this appeal.

Considering that SLO County is one of the 50 counties that was declared by the Governor to be in SEVERE drought yet once again, how can any new crops, INCLUDING cannabis be allowed? How in good conscious can anyone even consider this at all especially with so many wells, wells that provide residents water to live? There are MANY other reasons as to why cannabis should not be allowed in the County, but especially in the VERY hot, dry North County which include odor, noise, added traffic to dangerous rural roads, impacts on energy, area wildlife and the quality of our ground water. PLEASE DO NOT ALLOW THIS PROJECT OR ANY OTHER IN NORTH SLO COUNTY. It's not about being pro or against cannabis but rather where it is grown and our beautiful rural areas in our counties where families reside is not where cannabis should be grown. Other counties such as San Bernardino are doing things quite differently, allowing cannabis to be grown indoors in multi story commercial buildings in commercially zoned areas. Why doesn't SLO County look at different options rather than allowing theses cannabis grows to ruin our rural communities and when no one wants them near them? These projects are not compatible for rural SLO County neighborhoods.

It would be wrong for the County to sacrifice the existing environment and stability of Creston with this incompatible land use. Neighbor Todd Fisher states the case well. Uphold the denial. Commercial Cannabis in SLO County has been a failed experiment and has imposed an undue burden on rural neighborhoods who have to fight to preserve what they have created over time.

Cannabis production has brought nothing but divisiveness, corruption, and crime to SLO County. This type of super intensive agriculture exploits the surrounding neighbors because it is incompatible with the quiet enjoyment of agricultural residential communities like Creston. I strongly oppose this project.

My wife and I are solidly against this type of project in the Creston Community. They do not belong in our environment. We cannot compromise in any way in allowing these projects from being built in our community.

I am opposed to this cannabis project for many reasons. One of them is the permeating skunk smell. For surrounding residents, the skunky smell from cannabis grows is more than unpleasant, it’s expensive. Windows that would normally be opened to cool off homes will be kept shut in an effort to keep the smell out. People will have to run their air conditioners more, at times much more, costing them more money in cooling costs. Energy consumption will unnecessarily go up, essentially wasting it.

This project is a commercial cannabis operation that has already been denied by the county and does not fit into the rural farming community of recognized agricultural crop operations. Odor control (skunk), access to the property via roads not designed for commercial usage, lack of water mitigation - nothing has been farmed there for years - so they should have no option to mitigate their usage, security concerns! So, why are we still considering this project at this location?

My family has owned and raised cattle and crops on the 44 acres directly adjacent to this proposed project for over 3 decades. The dirt road, shared easement crosses my entire south boundary. The original intent of this easement was specifically directed at the traditional farming use for the back 150 acres. This use was dry farming of wheat or oats. Escalating this use to include processing or drying of Marijuana clearly was never contemplated when the easement was granted. For decades the road has had minimal use, servicing one double wide mobil home. It has not been used for any farming or grazing for decades. Clearly the land owned has the right to use the land for conforming and traditional uses for the area. However having never irrigated anything on the property water rights and use are another looming question. The last crops grown on the land were dry farmed decades ago. I see many people bringing up the smell issue related to this use. This would need to be fully addressed and mitigated, no one wants to smell skunk all day and night. All of this begs the question, why here ? There is no infrastructure existing where you might say, we want to utilize these buildings or we are growing these crops with the pre-existing irrigation system overhear and want to change the choice of crops. None of this makes any sense. There are many other places where many of the issues relating to this use are not an issue. Places closer to paved highways where dust is not a factor for example. Finally security is also a factor, who will be coming and going ? are people interested in stealing these kind of crops and products? . I understand this industry is becoming more legitimate but it is still as of today against Federal Law.

Cannabis grows are not appropriate for our family oriented agricultural town. Cannabis grows are accompanied by crime, intense use of water, impacting the wells of families who live in our community full time, along with odors that impact the quality of other crops.

We, and MANY of our neighbors, are strongly opposed to this and any other cannabis project in Creston. The reasons have been stated over and over, again and again. Why are items being voted on or even up for vote considering all the FBI investigations going on with cannabis/pay-offs, etc. in of the county? Shouldn't this be all stopped until things are cleared....until then NO project should be approved and , especially, NOT IN CRESTON!!!

Strongly oppose this project because of lack of odor control, close proximity to established vineyards and olive orchards, and many of the same issues cited by others. It is just too close to an active and established community

I strongly oppose industrial size cannabis operations in the North County.

We do not want to industrialize our small farming community and oppose any cannabis or CBD operations applications in our community thank you

I oppose this Cannabis Cultivation

I am a north county resident who endured a cannabis grow next door in our rural residential neighborhood. The odor and traffic greatly disturbed the quiet country feel of the place we have lived for 46 years and affected my husband's health due to his lung problems. I don't feel this commercial business belongs in our area. In this time of drought with wells going dry I oppose any type of new agricultural growth as well as this commercial business that use so much water. Please respect the wishes of those whose lives are being affected.
