We, the residents of Michigan, oppose the introduction of Senate Bill 405, which would cap the current tax incentive, effectively killing it. The purpose of the incentives is to create an environment for film making here such that both filmmakers AND the state profit from films being shot here. * The purpose of a cap is to cut your LOSSES at a predetermined level. If the incentives are not profitable for the state, then show me why they are not, and what the percentage needs to be in order to make the incentives profitable. *If the rebate percentage is correct, then no cap is necessary, because at that point the state is at least breaking even and people are working- and why would you want to cap your profits by shutting the door on more potential business * Knocking 5% off the incentive rebate percentage seems like a convenient and arbitrary number. Why is 40% wrong, and 35% right If that 5% "fixes" things,then why do you still need a cap * Upping the infrastructure credits and attempting to increase the percentage of local hires on crews SOUNDS attractive, but with a cap mixed in it become a moot point- no production wants to be the show that gets stuck paying full price when the money runs out, (especially considering that nobody can even know when the money runs out until long after a shoot is over) Thank you for taking the time to voice your opinion and support!
