Wake up people! This is animal abuse! -5 in temperature & NO fat on her body to help keep her warm! She is skin & bones!!! NO bedding, blankets, hay or anything! Obviously NO FOOD! It sounds like someone is being PAID OFF NOT to do anything to help her! Or whoever runs the organization is doing nothing but sitting behind a desk & collecting a pay check to play games with animals lives! Obviously someone doesn’t like to do reports or paperwork! As for the SHOCK COLLAR, maybe she has permanent damage from it! Also it looks to damn tight! She is LOCKED UP! Why the Hell does she have a Shock collar on??? There shouldn't need to be a petition. The RSPCA should never have allowed this to happen.

The condition and treatment of this dog is completely unacceptable. She has been woefully let down by the RSPCA who should hang their heads in shame. THIS DOG WILL DIE IF SHE DOESNT GET HELP!!!

Get this doggie out of there now. This is abuse on all levels.
