Shelter is a basic fundemental human right. I agree provision of beds in a local hostel is unacceptable, wonder what the ;tourist backpackers' would think? Well done on highlighting this local issue.

Everyone deserves a place to live, it is a basic human right.
Prioritise the homeless, for God's sake! How can being out of home NOT be an emergency?
