Summary:
VDOT has held informational meetings
concerning the proposed widening of Route 7 between Reston Parkway and the Toll
Road. At the meetings, concerned
citizens (a) told VDOT that its plan would make access to and egress from Wolf
Den and Coventry Springs difficult, inconvenient and dangerous and (b) asked VDOT
to consider allowing Wolftrap Run Road to remain the access/egress point for Wolf
Den and Coventry Springs and to add a traffic signal at the intersection (the
“Traffic Light Solution”). VDOT agreed to
study the feasibility of the Traffic Light Solution but at its next meeting did
not present a Traffic Light Solution feasibility study, instead (a) dismissing a
traffic signal as inconsistent with certain traffic light placement guidelines
and (b) showing two alternate proposals that would require residents to either
turn left from Wolftrap Run Road onto a service road before making a 180 degree
right turn onto Route 7 (without an acceleration lane) or turn right from
Wolftrap Run Road onto a service road and proceed through McLean Bible Church (“MBC”)
to a traffic light approximately ½ of a mile down the road towards Tysons
Corner.

Action
Requested:
We want our elected officials to
require VDOT to provide certain studies.
First,
VDOT should be required to prepare a feasibility study for the Traffic Light
Solution that would include a model of traffic flow with a traffic light at
Wolftrap Run Road, with all other improvements remaining as originally planned,
including its displaced left turn proposal.
The model should be prepared in a manner that would enable residents to
have it tested by independent experts.
Second,
VDOT should be required to prepare the following detailed cost analyses for the
stretch of Route 7 between Towlston Road and the Toll Road: (A) all costs, by line item, that would be
incurred to perform all improvements if VDOT were to install a traffic light at
Wolftrap Run Road, including costs associated with the intersection
improvements at Wolftrap Run Road, new roads that would provide access to and
egress from MBC and the displaced left turn intersection without a U-turn
capability, (B) all costs, by line item, associated with the changes depicted
in VDOT’s Wolftrap Run Plan 1, including the cost of closing off existing
access points, building access points at Lucky Estates, shaving the hill
between Towlston Road and Trap Road to improve sight lines, making changes at
MBC to extend the access road and the U-turn with the displaced left turn and
(C) all costs involved in effecting the changes depicted in VDOT’s Wolftrap Run
Plan 1A.
A traffic light at the intersection of Wolftrap Run Rd. And Route 7 has been needed for years for the safety of the residents in this neighborhood. With the increased traffic we need it more than ever.
