The Bill of Rights is a step in the right direction; however, I am afraid nothing will change until the IRS is changed from the top down. I sincerely feel current administration is more interested in preserving as opposed to improving the entity.

Tax Practitioners are one of the most cost effective resources available to the IRS to ensure proper reporting. Without IRS assistance, our effectiveness is severely hampered.

The concerns over the IRS, its administration, its practices and its complete lack of integrity as well as its ability to apply common sense when dealing with both taxpayers and the tax professionals who truly apply and therefore enforce the tax law is really nothing new. This is a sad commentary on its face. I've been practicing for 44 years and an EA since 1974 and very little has changed in a positive fashion. It will take a huge effort to restore its integrity. Truthfully, I am a doubting Thomas when it comes to believing that a Taxpayer's Bill of Rights will have a positive effect. But we should try anyway.

Irs needs to do its trAining during tax season and have auditors assist taxpayers And practioners on the phone during tax season and do audits after 4/15.

This is a very good idea. I would add that federal agencies can only collect information once so we don't have to file a 114 and 8938 with duplicate information and separate filings.

It is only fair that tax preparers be given the courtesy of IRS availability and timely responses mandated by the IRS for tax payers and preparers.
