It's time for some changes. Cutting the IRS funds only makes the system worse.

Adequate funding of the IRS is the key to better tax payer service and to preservation of our National revenues and financial security - not budget cuts to the IRS operations

proper training of irs staff should also be in the bill. this would ensure that when we talk to irs staff some level of competence is present.

abolish the IRS. Put it out of business. Go to a graduated flat tax system. Taxes collect go to the Federal Accounting office for disbursement to the various federal departments and the states. Incomes of up to $20K - pay 1% tax. $20K to $50K - pays 5% tax. $50 to 75K - pays 8% tax. $75K to $100K - pays 13%. $100 to $150K - pays 18%. $150K to infinity pays - 25%. NO DEDUCTIONS allowed, this is a flat tax system, one which everyone participates. Over haul the business tax system as well. Do not allow US based companies to hid money off shore. Do not allow foreign owned companies to take their US earned dollars back to their country of origin, make them hold their capital in US owned banks.

I would add - If the filing season is delayed, then the return due dates (including extensions) should be delayed by the same period of time.

Customer service from the IRS has decreased over many years. Funding should prioritize serving IRS customers such as tax practitioners and tax payers.
