If the I-66 tolls are similar to I-95 toll pricing, tolls will cost $69/day round trip from Haymarket to DC during peak hours. Your tolls (and $2,200+ fines) will profit the company running the toll lanes outside the Beltway (I-495), and inside the Beltway tolls will pay for bike lanes, bus routes or other transit projects.
