Decongestion does not imply destruction of existing structures. It means expanding capacity by building new site/s to absorb the overflow of population. Destroying much of the main campus only to be replaced by commercial/residential units defies the logic of the objective.

I support this move even if I am a foreigner for I lived in Cagayan for a few years and have seen how vital XU is in the heart of the city
