This bill will definitely ruin diversity and USA will not be as attractive as before for scholars from all around the world. Obviously this rule is going to be passed to hire cheap labors, but it’s sad that nobody cares about their merit or quality.

I wish HR392 solves a single problem, then I would support it.
It does not solve any problem, and just put every other country in the same trouble. Importantly, it destroys the diversity!
