I believe it would be unfair to not consider the diversity. Because of the fact that it takes away the chances from other high- skilled minorities who work very hard to live a better life.

My name is Tom Saunders. I am writing this email to share my concerns with regards to a recent bill passed by the House Appropriations Committee and Rep. Yoder on top of them. The H.R. 392 (Fairness for High-Skilled Immigrants Act of 2017) bill intends to amend the Immigration and Nationality Act and remove the per-country cap for employment-based immigrants. This amendment is supposed to remove the backlog for the Indian and Chinese applicants. This will encourage more Indians and Chinese to immigrate to the US and pose a security threat on the nation. Also, it worsens the nepotism that these two nations already have in the workplace. It would allow them to abuse the immigration system, steal jobs from qualified Americans and other nations. The consequences of this bill are devastating, a threat to the national security and fair employment market. Citizens from these two countries have already abused the work permit H1b visa and I am concerned that the same would happen to the green card. Considering all these devastating consequences, I would like to request you to oppose this bill before it becomes a law. Your coverage and opposition to this bill are highly appreciated. Best, -Tom

HR 392 rewards long-time h1b abuse by shifting Indian's green card backlog (>10years) to EB23 candidates from all other countries. It hurts diversity and has no fairness!

I read in the news that the House Appropriations Committee has passed a funding bill for the DHS 2019 fiscal year. As an amendment added by Rep. Yoder, the per country cap for employment based green card applications (7% per country) will be removed. Based on this cap, not more than 7 percent of the total available visa numbers in each category can be assigned to nationals from a single country. Although removing this cap will ease the backlog the Indian and Chinese applicants are facing, yet due to the limited number of available visas for each category, this backlog will be distributed to nationals of other countries since a tremendous number of Indian and Chinese applicants already have their immigration petitions approved and are only waiting for their visa numbers to become available. In other words, this amendment will ease the pain for Indian and Chinese applicants at the expense of the other applicants from the rest of the world. I wanted to respectfully ask you to oppose this part of the bill if it reaches the Congress in its current form, since it will significantly adds to the application waiting times of for nationals from other countries.
