HR392 is not a solution. It will monopolize the green cards to Indians for 10 years. Other solutions do exist, like abolishing the DLV and increasing the percentage allowed for each country.

No one from Japan, Korea, Singapore, Thailand, Taiwan, Malaysia, Pakistan, Turkey, Whole Europe, other Asian and African countries gets a green card. Indians come to the US and do masters and get a job. Yes, there are many PhD graduates too. And current system of cap restriction is unfair to them. But stating only Indians are high-skilled immigrant is over-blown statement. If HR392 is passed, whole academia, especially STEM research, will be affected. This bill will provide green card to an Indian IT worker way before than an Ivy League STEM PHD graduate from ROW. Unfair it would be. USA will miss on ROW talents (Musk, Brin, would not get a GC with HR392 enacted) in that situation. They will find a new destination. Will the US remain the world leader in science and tech innovation? No. HR392 does not solve anything. A multi-pronged merit based approach is what is needed.

Transferring the wait time burden from indian and chinese nationals to rest of the world is simply unfair. IF this bill passes other nationals will suffer. The indian & chinese nationals are already over-represented in the US skilled labour force. Say NO TO HR392. Amen!
