This is not solving the problem at all rather its just spreading the problem. Smaller underdeveloped countries unlike India, China etc. does not get fair chances to ace in higher skill sectors so it doesn't justify to spread one or two's country problem to other smaller nations who brings more diversity to the community.

The HR392 is very unfair to people from other countries! Even for H-1B visas, India consumes more than 80% of all work visas which doesn't make any sense at all, because India has no more than 17% of all highly-skilled professionals in the world!

Absoulutly unfair. We are waiting for our imigration status for 10 years so far which will extended it for god knows when. By the time we get there. We all bunch of old people with no use. What is the Pepuse of that? US doesn’t think wisely at this era, not even for his own sake.
