Both bills are illegal. They do not have the authority to circumvent the Constitution. That requires a states convention.

Parents have no legal say after a child turns 18. At that point they become a legal adult and their own legal guardians. Their parents no longer have any input on their rights, and that would include the second amendment. Denying legal adults their constitutional rights, unless their parents give consent is clearly wrong and unconstitutional.
