I am very much against downsizing. We need to create more business and housing for new jobs and to grow this area not kill it. Property values will go down along with down sizing.

I believe another word for downsizing is Development transfer Rights "TDR"
Can anyone determine if this is correct? Maybe part of it.
TDRs are to be compensated but it does not look like this will happen. List stated addresses were to receive information in the mail, March 2018, however I do not think this happened. Cathy Baker is the best one to get in touch with this question. Also ask her about the loop hole used by the BOS. She was instructed to use this loophole, June 5th 2018 at the public meeting by the board.
There is a list out there which has been posted by BOS. It is dated May 1st 2018 titled the Community & Economic Developments Committee Meeting. There is a list of addresses and owners on this list. Mainly near and on Rt 1, North of the Court House, Courthouse road East and West and near the Stafford Hospital on all sides. This list will show you who owns land and has the same mail box address and those who live else where. There are 32 pages of approx 20 addresses on each page of homes effected. Hope this helps visualize what is happening. There is a model which follows legal help to administer TDRs. This is part of the cluster development design. This model is designed for critical urban areas not for A1 open land. Bottom line, down sizing is great for investments which can upscale when needed. The small investor might not be able to upscale in the near future so he or she is not on the lucky side of the coin. Development is not a bad thing, it just needs to be done wisely. 2008 hurt the developers and part of this is the after scramble of bad math. BOS is caught in the middle of all of this. It has been over ten years since 2008 and we are still in a slump.

My family owns a 207 ac farm and our property dropped in value in 2008 to less than a third of its 2007 value. Now you want to cut the current value in half by downzoning A-1 land. We have owned this property for over 40 years and if downzoning occurs, our farm will be valued at about $600,000 for over 200 acres. The county needs to find other ways to control growth. Downzoning our property puts this burden on long-time property owners, and it is not right. Vote NO on downzoning!

I own property that would be downzoned. I specifically bought it for it's zoning. Peopymove to Stafford because it's NOT Fairfax or pwc. It's slower and quieter, in theory. With the recent efforts to pack the county with houses, we're just going to turn into another transient neighborhood with no attractive features. It's the sort of place that becomes a ghost town the moment the economy hiccups.

We will be discussing this as long time agents. We finally have sales up and moving again. Property values have been hit hard but are turning around. This downzoning hurts so many people in this county with land and people wanting to buy and establish a home here. And it is very hard to explain to couples that have held this land for SO MANY YEARS and COUNTED ON this for their retirement and families.
