The NJ Fee for Service funding model is not adequate to provide the mental care needed for a growing population of individuals with mental health, drug and alcohol, and co-occurring diagnosis. Service providers in the non-profit sector will not be able to be adequately staffed to provide the care needed for individuals at all stages of the mental health-substance abuse care continuum . Without the proper funding and reimbursement levels, individuals, families, communities, will have no hope of stabilization due to underfunded treatment providers. Individuals in need of care will be going to hospital ER's more frequently for stabilization, which will tax further a currently burdened emergency health care system.

Medicaid only reimburses for some of the case manager activities. It will be too much of a financial burden for our agency to pick up the rest and also plan our budget without the state money.

Destabilizing the mental health system will have a devastating impact on the school systems as well. As a school nurse, many children need care and already there are so few resources available for Outpatient treatment. If Outpatient services close down, where will the children go?

Please reconsider this fee-for-service as it would impact the quality of mental health care provided to a much needed population. Our Mental health system needs long overdue attention, funding, and recognition and these changes can be very costly in the long run in many ways. Please do more research, speak to the people it would directly impact, and reconsider.

We need more mental health services, by implementing this we are doing the opposite. This is counterproductive for not only clinicians in the mental health field, but also the clients who are in need of mental health services. Mental health services are very important, especially with all of these traumatic events occurring in our society. Please do not implement this fee-for-service system.
