Given that anti-rape laws are some of the earliest ones that protect people against sexual predators, I'm quite surprised that someone who is a government representative would dare to make such a statement at all, let alone in public. I'm not sure of what Rep. Fisher's issue is, but it's perfectly obvious that he is not fit to see to the wellbeing of any of his constituents.
