بيان من العلماء ،الأطباء ،المهنيين والطلاب اليمنيين في الخارج

بخصوص الأوضاع في اليمن

إننا الموقعون أدنى هذا البيان، علماء، ومهنيين، وطلاب يمنيين في الخارج نتابع اليوم وبكل اهتمام ثورة الشباب التي انطلقت في ميادين الحرية والتغيير في أرجاء اليمن المختلفة  مطالبة بالتغيير الذي يتماشي  مع طموح الشباب والشعب اليمني ويلبي حاجة الوطن والمجتمع لنقله إلى مستقبل أفضل.  ذلك المستقبل الذي يشعر فيه اليمني بكرامته ويتمتع بحقوقه في ظل يمن موحد ديموقراطي  تحكمه دولة مؤسسات يتساوى فيها المواطنون في حقوقهم وواجباتهم. إن أصوات الثورة في اليمن اليوم تنادي بحتمية التغيير الفوري بعد أن فشلت مؤسسات الدولة في الإستجابة لمطالب الجماهير و طموح وأحلام الشعب اليمني وتطلعاته لحياة كريمة وحرة.

نصدر هذا البيان مؤكدين على التالي:

1) دعمنا الكامل لمطالب الشباب والمواطنين اليمنيين للتظاهر والاعتصام السلمي ومشددين على تحميل الحكومة اليمنية مسؤولية حماية المواطنين اليمنيين المعتصمين في كل الميادين في اليمن.

2) دعمنا لكل التجمعات والحركات السلمية المنادية بالتغيير الذي يضمن مستقبلا أفضل للشعب اليمني.  

3) استنكارنا وشجبنا لكل أعمال العنف الموجهة ضد المتظاهرين في كل المدن اليمنية ودعوتنا للجهات الأمنية لتحمل مسؤوليتها لضمان الأمن وحماية أرواح المواطنين.

4) استعدادنا الدائم لتقديم خدماتنا كمتطوعين لمساعدة مؤسسات الدولة الحديثة خاصة التعليمية والصحية.

5) مطالبتنا الحكومة اليمنية اتخاذ خطوات سريعة لبناء الثقة وفي الطريق الصحيح لتغيير حقيقي ينقل اليمن إلى بلد يلبي طموحات أبنائه كضمان عودة قيادات الدولة بما فيها الجيش للشعب.

6) تكوين حكومة تسيير أعمال تكتسب ثقة أبناء الشعب لتنتقل باليمن بأمان إلى مرحلة جديدة.

7) تعديل الدستور اليمني لإعادة السلطة للشعب و بناء توازن  بين السلطات التشريعية، التنفيذية والقضائية،  وضمان الحريات الفردية.  

8) خلق جو من التسامح وعدم ملاحقة واستهداف الأشخاص وضمان انتقال سلس وآمن للسلطة.

9) مطالبتنا بإشراف عربي ودولي لتنفيذ أي اتفاقات يتم التوقيع عليها.

10) العمل على توزيع قيادات الجيش ومؤسسات الدولة على أسس الكفاءة المهنية والإدارية وليس الانتماءات الحزبية والقبلية.

We the undersigned, Yemeni scientists, professionals, and students abroad follow with great pride and concern the Youth Revolution in Yemen and support its call for a change in government that is responsive to their demands and aspirations. The voices of the Yemeni revolution today have made the immediate change inevitable for a brighter future.  We support their calls for a united Yemen where citizens enjoy equal rights and protections, and where government is made up of democratic institutions.   We also support their struggle for a country where their dreams and aspirations are possible.

We issue this statement declaring the following:

1) We extend our full support for the demands of the youth and Yemeni citizens who are demonstrating and protesting peacefully and appeal to the Yemeni government to immediately uphold its responsibility in protecting peaceful demonstrators across Yemen.

2) We support all Yemeni groups and movements both inside and outside of Yemen that have mobilized peacefully to call for change and to support peaceful gatherings and sit-ins in Yemen.

3) We strongly condemn all acts of violence against demonstrators in all Yemeni cities and call on the government to immediately rein in those who are instigating violence or attacking peaceful protesters.

4) We declare our readiness and willingness to offer our services as volunteers to assist in the institutional development and human capacity building  that Yemen needs.

5) We call for the creation of a caretaker government that has the confidence and support of the people to move Yemen safely to the next phase.

6) We call on the government to take immediate confidence-building measures in the right direction that restores trust between the people and their government.

7) We call for a revision of the Yemeni Constitution to restore power to the people, establish a system of checks and balances between the executive, legislative and judiciary branches of government, and ensure the protection of individual freedoms.

8) We call on those in power to create an atmosphere of tolerance and to avoid targeting individuals and to ensure a safe, smooth, and peaceful transition of power.

9) We call for Arab and international supervision of the implementation of any agreements that are signed during this time.

10) We call on the government to assign military and state leadership positions based on qualifications and not affiliation to family or tribe.
