Without harsh custodial sentences there will be no deterrant for animal thieves and abusers and these crimes will continue to escalate.

Too many stolen dogs, too many used as bait, too many stolen for puppy farms, too many used for dog fighting! Dogs should be able to live safely with their families, not live in fear of being stolen!
