I support the proposed changes to ADU requirements. More needs to be done to expand and diversify the housing supply in Montgomery County. This bill is not a panacea but it will help.

Citizens renting to citizens to help solve housing issues, grow house hold incomes, offer great options for family renters who don’t want to raise kids in giant apartment blocks all within the rules and laws. It would be unAmerican to not do this. In addition, not unlike the abortion issue or pot, it’s happening and will continue to happen in great numbers whether the county sanctions it or not. So we can regulate for safety and increase our tax base or let it happen underground with no benefit- only good over regulated citizens breaking rules because they make no sense.

In August of last year, I testified before the county council in support of removing barriers to ADUs. As mentioned in my testimony, my family plans to convert our underutilized ~1,200 SF basement into an accessory apartment sometime in the next couple years. The reason I write you again today is because recently our County Executive has encouraged me to share my thoughts on the ZTA with my councilmembers, so here I am again, expressing my strong support for ADUs. While we are not certain who our tenants will be, we have a few ideas of how our ADU could provide a societal benefit: 1) it could provide an opportunity for my retired in-laws to downsize and sell their house 2) it could provide an affordable housing option for my sister, who makes minimum wage and cannot afford to live near her job in Bethesda 3) it could provide an opportunity for a MCPS student to attend Cloverly Elementary, despite her parents not being able to afford a traditional SFH rental in our school boundary area. I appreciate that the PHED committee has considered removing ADU parking requirements within one mile of Metrorail stations. If we are committed to reducing our transportation-related carbon emissions, it's counterproductive to have a zoning code that forces people to provide additional parking for homes that are a 5-minute bike ride or 20 minute walk to transit. There shouldn't be any size, footprint, stormwater, or environmental restrictions for ADUs beyond what is already required for traditional construction. It is unfair and almost disingenuous of people living in expensive neighborhoods to complain about the size and impact of ADUs when the more common problem is teardowns. In my lifetime I have seen dozens of modest houses in the Bethesda suburbs replaced with large million-dollar single family homes. Reducing the barriers for ADUs could give more flexibility for residents in those neighborhoods and encourage more ADUs instead of more "mansions". The County Executiv

I support ZTA 19-01. It not only increases housing availability, but also provides homeowners with a means to generate income from their property to afford property taxes, especially for those who want to age in place in fixed incomes (supports 'age-friendly community initiatives'). ZTA 19-01 is especially important for areas around metro and transit hubs.

This isn't complicated - Montgomery County is in the midst of a severe housing shortage, and ADUs will help in increasing the supply of housing!
