Excelentíssimos Senhores Doutores, Presidente da República de Moçambique, Ministro do Turismo de Moçambique, e Ministro da Pesca de Moçambique, Tendo ouvido a respeito de vosso País e tido acesso a fotos, vídeos e informações turísticas disponibilizadas pela Internet, fiquei maravilhado com a beleza de vossas praias, com as narrativas de receptividade de vosso povo e com a riqueza da cultura de Moçambique. Mas o que levou a mim (e a muitos de meus amigos) a alimentar interesse em visitar vosso país foi a certeza de mergulhar com tubarões-baleia e especialmente com raias-jamanta das duas espécies existentes em Moçambique. A existência desses animais em vossa costa é uma riqueza turística incalculável, capaz de melhorar profundamente a qualidade de vida de vosso povo. Por isso fiquei profundamente preocupado ao saber sobre a devastadora matança de raias-jamanta e móbulas que tem ocorrido ao longo da costa de Moçambique, em especial em Inhambane (Legogo e Tofo), e também ao saber que tal atividade não é proibida por lei. A costa de Inhambane é o lar de uma das maiores populações de raias-jamanta (mantas) do mundo, e mesmo assim, estima-se que haja menos do que 1500 indivíduos. Por isso, se os pescadores continuarem com a matança, essa população MUITO em breve terá sido esgotada. As raias-jamanta (mantas), móbulas e os tubarões baleia são uma riqueza DO VOSSO PAÍS, do povo de Moçambique, e deveriam ser protegidos por lei para que essa riqueza seja explorada como fonte INESGOTÁVEL de recursos, com lucros no curto, no médio e no longo prazo. Por outro lado, colhê-los de maneira insustentável para usá-los como alimento beneficiará apenas alguns poucos indivíduos e por muito pouco tempo. Entendo a perspectiva dos pescadores: eles estão apenas tentando sobreviver e alimentar suas famílias. A maioria deles não sabe que as populações de alguns gigantes marinhos não conseguem sobreviver à pressão da pesca. Cada arraia manta tem apenas um filhote a cada período de dois a três anos em média. Se essa população continuar a ser pescada, logo terá sido extinta, e para sempre. 1500 animais é uma população IMENSA para fins turísticos, porque representa quase uma garantia aos turistas de que verão alguns indivíduos em suas visitas a região. Esses mesmos 1500 animais não representam quase nada para a pesca, até porque uma população tão pequena sobreviverá por poucos anos até se extinguir por completo. O fato de existirem muitos recursos pesqueiros para a subsistência das comunidades locais justifica a criação de leis de proteção aqui requeridas, pois visam proteger o futuro de muitos outros cidadãos de Moçambique que já dependem ou dependerão com turismo na imensa cadeia de negócios que funciona e se expandirá pelo país nos próximos anos. A triste guerra civil que vosso povo enfrentou acarretou no DESAPARECIMENTO dos vossos animais terrestres (girafas, elefantes etc.), que eram importante fonte de RECURSOS TURÍSTICOS de Moçambique. Enquanto países vizinhos possuem parques que atraem milhões de turistas todos os anos para verem esses animais, Moçambique agora se esforça para recuperar essa riqueza. Moçambique conta agora com a BÊNÇÃO de ter outra fonte incrível de recursos turísticos em seus gigantes marinhos, mas essa fonte se esgotará em muito menos tempo do que os animais terrestres se a matança não parar imediatamente. Provavelmente os Senhores não estão a par dessa questão, tenho certeza de que já teriam tomado providências para parar a matança caso tivessem. Todavia, algo precisa ser feito agora, antes que seja tarde demais. Os Senhores precisam agir agora! Façam a diferença e PROTEJAM essas espécies valiosas! Não demorem a proteger o FUTURO DE VOSSO PAÍS. Eu e centenas de mergulhadores brasileiros esperamos a oportunidade para visitar ou retornar a seu país nos próximos anos, e como nós, tantos outros de muitos outros países, interessados em ver essa riqueza marinha descomunal que certamente será a fonte de recursos mais bem guardada e protegida por Vossas Excelências. Esteemed Doctors,

President of the Republic of Mozambique,

Minister of Tourism of Mozambique, and

Minister of Fishing of Mozambique,

Having heard about your country and having had access to photos, videos and tourism information available on the internet, I am amazed by the beauty of your beaches; by the numerous accounts of your people’s hospitality and the welcome they give to visitors; and by the richness of Mozambique's culture.

Despite all of this, though, the primary reason that myself and many of my friends want to visit your country is – without a doubt – the spectacular diving opportunities – in particular the guaranteed opportunity of diving with Whale Sharks and Manta Rays (Mantas) along Mozambique’s coast.

With this in mind, I was greatly disturbed to learn of the devastating killing of Mantas and Mobulas (Eagle Rays) that has been taking place off the coast of Mozambique, especially in Inhambane (Legogo and Tofo). Even more disturbing, however, was learning that this activity is not punishable by law.

The marine area off the Inhambane coast is home to one of the largest populations of Mantas in the world; even so, it is estimated that there are less than 1500 individuals! Thus, if fishermen continue with this killing, the population will VERY SOON be depleted.

Mantas, Mobulas and Whale Sharks represent a goldmine of riches for YOUR COUNTRY – for the people of Mozambique – and as such should be protected by law so that these riches can benefit your country as an INEXHAUSTIBLE resource, reaping profits in the short, medium and long term.

On the other hand, harvesting these creatures in an unsustainable manner and using them as food will only benefit a small number of individuals for a very short time period.

I completely understand the perspective of the local fishermen: they are simply trying to survive and feed their families. Most of them probably are not aware that populations of these marine giants cannot survive to the pressures of fishing.

Each Manta Ray has, on average, only one offspring in each 2 to 3 year period. If this population continues to be fished out of the ocean, it will presently be extinct.

A population of 1500 individuals is an IMMENSE boon for tourism, as it represents  virtual guarantee to tourists that they will come into contact with Mantas if they visit this region of Mozambique.

On the other hand, these same 1500 animals represent almost nothing for fishing, especially remembering that such a small population will survive for only a short number of years before it is completely extinguished – forever.

The fact that there is a wide variety of fishing resources for the subsistence of local communities – without the need to kill the species mentioned in this letter – justifies the creation of the protection laws hereby requested.

Not only will you be showing yourself to be responsible and progressive custodians of some of the most magnificent marine creatures in the world, but these laws will ensure the protection of many other citizens of Mozambique who already depend (or will depend) on tourism for their own welfare. Tourism is a vital business model for many countries across the world and I am sure you will agree that the growth of the tourist industry in your country in upcoming years will be a massive boost to your economy.

The sad and regrettable civil war that ravaged your country up until 1992 resulted in a severe depletion of your terrestrial animals, including elephants, rhinoceros, lions and giraffes. These represented an important supply of TOURIST INDUSTRY RESOURCES for Mozambique that has been all but lost. While other Southern African countries like South Africa, Botswana and Namibia boast national parks that attract millions of tourists every year to see these animals, Mozambique is struggling with the effort to replenish this potentially rich resource.

 However, Mozambique is BLESSED with another incredible source of tourism revenue, courtesy of its marine giants. This resource will be extinguished in even less time than the terrestrial animals if the killing does not cease immediately.

Your Excellencies may not be aware of this fact, otherwise I am sure that you would have taken action to stop the killing. However, something MUST be done, before it is too late.

I strongly urge you to act NOW! Please help to make a difference and PROTECT these valuable species! If you delay in protecting the FUTURE OF YOUR COUNTRY, it will soon be too late...

Myself and hundreds – potentially thousands – of tourist scuba divers and snorkellers hope for the opportunity of visiting or returning to your country in the coming years and, like ourselves, there are many more people of many nationalities who are interested in seeing the awe-inspiring beauty of the phenomenal diversity of your marine resources.

This will only remain true as long as these resources are effectively managed and legally protected by Your Excellencies.
