SUMMARY A proposed Constitutional Amendment to help prevent future government shutdowns and alleviate concern of a possible default of U.S. Treasuries, this Article would cut the salary of the President, Vice President and all Members of Congress, if they do not have the vital legislation necessary to avoid a shutdown or default passed thirty days prior to the deadline. TEXT SECTION 1. If the U.S. has not passed an annual, fiscal budget law thirty days prior to the start of the following fiscal year, the President, Vice President and all Members of Congress, including all U.S. Senators and Representatives, shall discontinue receiving his and her salary until the legislation does pass. SECTION 2. If the U.S. has not passed legislation necessary to avoid a default on U.S. Treasuries thirty days prior to the date of which it is due in order to avoid such a default, the President, Vice President and all Members of Congress—including all U.S. Senators and Representatives, shall discontinue receiving his and her salary until the legislation does pass. SECTION 3. This Article shall be inoperative unless it shall have been ratified as an Amendment to the Constitution, by the legislatures of at least three-fourths of the several States, as provided by the Constitution, within seven years from the date of its submission to the States by the Congress.
