Let us all wake up at least now and insist that 49-O should be included as a button in the Voting Machine WITHOUT having the voter disclose his identity. The prevailing rule is that if someone wants to make use of 49-O, he/she must disclose their identity by providing their name and address. This makes them feel vulnerable and therefore they don't opt for it. If it is a button, everyone will be encouraged to caste their vote of 'NULL VOTE'. This will make the corrupt politicians not to enter the election thereafter.
