Yes, online luring is illegal and can, in most countries come with a prison sentence. However, in order to protect our children, our society and our future, we need to make sure all explicit activity regarding children is illegal. As of right now, sharing grooming manuals is not an illegal act and allows for pedophiles to build communities in secret which in turn will allow our children to be victimized in secret. We can't protect our children if we don't bring light to the nasty actions of the sick minded individuals who believe that this is okay. We need to band together and protect our children; not only in person but online as well.

The fact we need a petition to get these removed is shows how pathetic our society is. Let’s not encourage a sick person by spreading the teachings of another sick person
how is it ok to scar a child for life, kids should be playing and having fun with there friends, not worry about this pos watching them. An example need to be made lock up these pedophiles for life with no chance of parole or early release for good behavior, after all the children they victimized have a life sentence. There voices need to be heard. So I guess you can say these manuals should be considered as a form of terrorism against children.
