This is honestly pathetic. I, as a 19 year old, have the ability to single handedly begin a spay-neuter program. Basically, what I see isthat an entire government cannot perform one simple task, that will save them thousands, if not hundreds of thousands of dollars. Please, open your mind, and use science and common sense before implementing a program.

i totally agree that the government should be responsible for undertake effective spaying and neutering , and educate their ppl about responsiblity and compassion!!!!
