Dear Assembly Speaker Silver and all Assembly Members: The constituents of the State of New York with visual impairments are entitled to independent and safe travel training by licensed Orientation & Mobility Specialists. All New Yorkers with visual impairments must have access to appropriate vision rehabilitation therapy services to keep them independent in their homes and community. The population of older adults in New York State with age related and health related visual impairments is increasing at an alarming rate. They need qualified Orientation & Mobility Specialists and Vision Rehabilitation Therapists that can only be achieved through the standardization of care upheld through state licensure.
