Is there really a need to pass FOI Bill? As enshrined in the 1987 Constitution, Section 2 thereof, " The Philippines is a democratic and republican state. Sovereignty resides in the people and all government authority emanates from them." Henceforth, the voice of the people is of utmost importance in this democratic kind of government. But how can the people act if they were deprive of knowing the truth? This FOI Bill aims to provide the people easy access to public information and documents in recognition with the people's right to know the truth as to how the government spend public money and how the policies are being crafted. This will eventually promotes accountability, transparency and corrupt-free country. As what the late DILG Secretary Robredo once said, “ Government funds are the hard-earned money of the people that should be spent judiciously and only for the common good…Financial disclosure will augment our people's efforts in creating a more transparent and accountable government." Thus, with certain degree of urgency let us make our voices be heard and urge the House of Representatives for the immediate passage of the FOI Bill.
