A doctor being professional is bound by professional bodies, MCI, KMC, IMA for monitoring the conduct and ethics of them. Doctor ,by no strength of imagination should be brought under consumer protection act.doctor is a profession like Lawyer, CA , etc. can a client. File a case against his lawyer for loosing his case, that too in crores!!
Let the government make health fundamental rights to be protected and promoted by Govt. Of India, like UK.
Or make all healthcare private, with insurance for every citizen covered by the Govt.Either way Govt. Will have to spend 15_20% of GDP , for health and education.
To cover governments failure in many front , you can not make Medical Profession as sacrificial Goat !
