My brother has Downs and if I EVER found out someone had done this to him, I would personally take them to court.

unexcusable for any child to abused under and circumstance. To then have knowledge that a child and or adult with a special need or disability and for our justice system not protect them... On excusable!!! Then for the hands that have harmed to be someone in place that is to protect and serve... Unexcusable
