The side letters were hidden from the football regulatory bodies resulting in players being improperly registered which is illegal, therefore let justice be done and be seen to be done.

Tax evasion is the secondary issue- side letters no t being issued is sufficient in itself to justify appropriate sanction, as per rules which were applicable at the time.
