This man is a monster and being in this position you need to have a heart and love of animals, he has neither! It is time that someone who people can trust to do the right thing by animals when they make the call is put into place, he is worse than any situation someone may have to call him to investigate!

His actions were unacceptable and inhumane. He caused unspeakable trauma to that poor dog’s owner. This should not be allowed to continue.
